Configuring PHP4/NT/IIS/Interbase

I have downloaded the latest version of PHP4 from Daniel Beulshausen's
site. He has graciously provided the Interbase interface and the
php_interbase.dll in the download. My test.php works, so I have the
basics in place. The problem may be with the php.ini file which resides
in the "\winnt" folder.
My files are in "c:\php" and there is a subdirectory for the extensions,
("c:\php\extensions"). The Interbase extension, "php_interbase.dll" is
in the extension directory.
Here are the only lines I changed in the php.ini file:

extension_dir = c:\php\extensions\
...
extension=php_interbase.dll ;the only extension that is not commented
out
+++++
What else may I have missed?
Here is the error:
Fatal error: Call to undefined function: ibase_connect() in
C:\Webroot\interbase.php on line 5
