This seems to be a problem with 4.0.2dev (if this is the version you
downloaded. if it was compiled recently, then this is highly likely).
I ran into this problem as well, and just moved my php.ini into the
same directory as php4isapi.dll (or php.exe if you are using CGI) and
that fixed it.
