It's the PHP Extension and Addon Repository. It comes with php4. Basically it's a CPAN for PHP. It's a system whereby people can submit PHP packages that follow certain coding standards, and then we can all use them! :) At the moment the package of major interest IMO is the DB package: *finally an official standard database interface that ships with the main distro! There is a simple page at pear.php.net you can check out for a better explanation. It sounds very userful.
