$ORACLE_HOME/network/admin/tnsnames.ora
then
in httpd.conf you need add :
SetEnv TNS_ADMIN "/path/to/your/tnsnames.ora_file"
SetEnv ORACLE_HOME "/path/to/your/oracle_home_dir"
