Oracle + PHP +Apache connect problem?

I'm running Apache and PHP on my working station and a Oracle database (version 8.1) on a
computer in my Intranet. When i try to do $conn =
ocilogon("username","password", ORACLE_SID); I get this: Warning:
_oci_open_server: Error while trying to retrieve text for error ORA-12154
I heard someting about that tnsnames.ora should be installed on the webserver? Where sould
tnsnames.ora be placed?
Do also have to add somthing like this to the httpd.conf:
PassEnv ORACLE_HOME ?
