You can set up apache to have php parse certain kinds of pages depending
on their suffix. So you can add .shtml to the list of files that php will
parse. Or you can even create your own [all my php scripts are in files
ending in .vjl].
You should edit this line in your httpd.conf file:
AddType application/x-httpd-php .phtml .php .php4 .vjl
and add .shtml the above line...OR add .php to the AddHandler line below:

# To use server-parsed HTML files
#
AddType text/html .shtml
AddHandler server-parsed .shtml
