PHP4 and Oracle Under NT

I have recently got through a tiring exercise in trying to get PHP 4
working with serving a remote Oracle 8i connection on and NT/Apache web
server.
I have used both the PHP 8 and 73 OCI libraries (both pre-compiled) but
have found with both that it is not capable of making a remote
connection for some reason. This is despite the fact that php 3 on the
same system with the same oracle install is now working fine.
The sqlnet.log file revealed that it was attempting a local connection
every time - that is a bespoke BEQ protocol one. I managed to force it
to make a remote connection via the registry (LOCAL = t:foo) in which
case it failed to resolve TNS for the connection specified
From what I can tell it doesn't seem to be picking up that I want a
remote connection, or even my TNSNAMES.ORA file entries that identify
the connection required. Its interesting that even when I specified
tracing to be on in all the tnsnames files on the system it wasn't
activated for these connections - is PHP 4 picking up its connection
information from elsewhere?
Has anyone experienced these problems?
