Error 1040 - Too many connections

I'm having trouble connecting to the mysql server this morning - getting the error:
Error 1040 - Too Many Connections.
My PHP.INI file specifies unlimited connections, and I'm using mysql_pconnect() in all of my scripts. I am on a shared server, so I suspect that there are other databases using up resources . . .
Is there something I'm missing here?
