OCI not recognized with Win32 precompiled?

Ok, I am working on Datalib http://dadmin.sourceforge.net and I am
currently implementing a Sybase wrapper here at work (since this is the only
place I have access to Sybase) :) .. anyhow, I have two main source
files...
database.php: this file creates the initial connection to the database the
user selects (Sybase, ODBC, MySql, etc)
recordset.php: this file handles the actual data manipulation/viewing
functions...
Anyhow, on running any script that calls the database.php, I am getting an
error:
Fatal error: Call to undefined function: ocilogon() in include/database.php
on line 97
is the precompiled win32 php binaries compiled without support for Oracle
calls (i have also tried the "ora" functions as well)
