You shouldn't ever have to do this. --with-oracle is for the OCI7 client
libraries and --with-oci8 is for the OCI8 client libs. The OCI8 client
libs are backward compatible with Oracle7 servers, so even if you need to
connect to both Oracle 7 and 8 servers you only need --with-oci8

Chances are you want to link your Apache httpd against pthreads. Not PHP.
