The error is caused by your other program - at the point where it opens the
database exclusively, nothing will be allowed to open it no matter what. So
what you have to do is to change the settings in your other program and make
it open the database non-exclusively.
No way around it.
Now, if your database is a "read-only" database, you could make 2 copies of
it, and when you update one, replicate it to the other... But if it's a live
database with changes happening, that method won't work...
