Tell your ISP to decrease the idle persistent connection lifetime and/or increase the number of allowed connections in their MySQL setup... I can't remember exactly which configuration options handle it but it's described in the MySQL manual. The short time solution is to simly restart the mysql daemon which closes all the open connections and makes the server operational until the connection pool is filled up with idle connections again. This error appears usualy when there are a lot of different database users leaving the connections open, which is the exact case with webhosting servers using PHP.
