Load data infile

I'm having problems using this code...
$sql="load data infile '/home/httpd/html/evision/pfc/admin/transfers/up/member.txt'
INTO TABLE member"
$result=mysql_query($query,$mysql_link);
I'm getting a return of "Access denied for user: 'prairie@localhost' (Using
password: YES)" this is odd as
I can do all other queiries with this username/DB combination. I have Select,Delete, Update, Insert
rights set for this user but can't do the load data infile command. Anyone know of a possible
reason as to why not?
