I want to make an dbf file with:

But I get error like this:
Fatal error: Call to undefined function: dbase_create() in c:\program files\apache
group\apache\htdocs\hts.php on line 23
PHP Version 4.0.3pl1 and Apache 1.3.14 on Windows NT 4.0
What's wrong?
