PHP with Apache

I get the error below, even after I changed the conf file to Timeout 1000.
Originally it was 300. I tried 600 & 1000. Neither one did anything. Anyone
have any ideas? I'm using the latest Apache version, Win NT, and the latest
version of PHP. Thanks.
