My Computer Envionment is the same as your.
And I want to connect to Oracle 8i on another solaris machine.
My Computer is Windows 2000 Server, PHP4:
I use the following:
----------
putenv("ORACLE_SID=SUN88");
putenv("ORACLE_HOME=D:\Oracle\Ora81");
$handle = ora_plogon("SCOTT/TIGER@SUN88", "") or die;
----------
Browser reports me another error not the same as yours.
