This doesn't make much sense. Are you sure you rebuilt everything from *scratch*? Try killing your entire PHP tree and rebuilding the whole thing from scratch. The problem described in your bug report wasn't (and couldn't be) related to PHP, it was a messup in Apache's way of generating dynamic modules, which was fixed in 1.3.9.
