Like INSTALL.REDHAT says, you need at least Apache-1.3.4 for this to work. Download the
Apache-1.3.9
tarball and instal it with these flags:
./configure --with-layout=RedHat --enable-module=so
make
make install
Then do your PHP build like you did there.
