Bug description: make fails - zend_config.h is missing.

I'm really desparate.. I want to run PHP 4 B2 - but it doesn't compile:

The file zend_config.h seems to be missing. I read the INSTALL file and tried to rename
zend_config.h.in to zend.config.h - but that also didn't help.
Who knows what's going on?
