OK...once again I read the manual and once again, I point it towards my PGSql include directory
because with the RedHat RPMS, it does not place everything in one base directory. It puts binaries
in /usr/bin. Header and other development files go into /usr/include, /usr/lib, etc.
There is NOT a base directory with the Redhat RPMS.
So if I just put --with-pgsql with no directory, it will default to an incorrect directory. That
means that the make will be told to look for the postgres header files in /usr/local/pgsql/include,
which does not exist.
I still say it needs another option for pointing it to the postgres-devel header files.
