I believe this to be a limitation of a POST with the
"application/x-www-form-urlencoded" mime type. I ran into a similar
problem when I was doing testing a while back.
Using "multipart/form-data" I was able to do a POST submit on the entire
Gates interview as found on Slashdot (whereas using the urlencoded mime
type, I only got part of it).
Try changing your form to:
<FORM ACTION="/path/to/php/script.php" METHOD="post"
ENCTYPE="multipart/form-data">
And then try again.
