Bug description: When compiled as apache module php sends charset=iso8859-1 in header
When compiled as apache module php sends charset=iso8859-1 in header, but we using normal (not
russian) apache with russian content. PHP3 did not send any charsets in header and it was ok , now
php4 sending charset in header and text becomes unreadable.
