If libphp4.a is not in $apache_dir/src/modules/php4/libphp4.a then that means its not right compiled
that means that this:
$ ./configure --with-mysql --with-apache=../apache_1.3.x --enable-track-vars
$ make
$ make install
didn't complete
try checking if configure or make complains
especially about mysql (try --with-mysql=mysql_dir)
