Bug description: [mod_php4-win32] external variables not defined
PHP4 RC2 Apache 1.3.12 Win32
mod_php4 is not using external variables
(like from a form, or from the url).
eg: htpp://site/script.php3?arg1=one
$arg1 is not set
still, $HTTP_GET_VARS["arg1"]=="one"
