Does this look sensible or am I courting disaster here?It's not something I'd like to see being added as an end-user capability; Definitely not aliasing functions (we thought about it about 2 years ago, and decided against it, due to the mess it can create). Even deleting functions can cause a mess, because effectively, a library may end up replacing the functionality of a built-in function with a completely different implementation and functionality that the end user (the caller) is not aware of. I think that something at the php.ini level that allows administrators to disable certain functions should do. It'll be server-wide and configurable by administrators only.
