Try to use 4.0.0. Try to see if php.exe works from the command line first; This problem occurs
usually due to a parse error in the php.ini file. After you make sure it works from the command
line (by simply running php.exe and seeing if it complains about anything), try to use it from
within Apache again.
If the problem persists with 4.0.0 after the above steps - please submit a new bug report.
