The mess is not just ours. The problem is that every web server has a
different set of variables and a different way they are set. There is not
one correct portable way of doing this. If you clean it up and simplify
it for one server, it will break on all other servers.
To fix this, someone has to install all the major web servers and
systematically go through and analyze each one. It also changed between
versions of IIS, for example.
