thanks for the quick response. It didn't seem to work, though. For
some reason apxs doesn't seem to be running and is not linking to
anything outside of /usr/lib. Any ideas?

Use something like that:
$ LIBS=-lfoo LDFLAGS=-L/bar/baz ./configure --with-apxs
