Bug description: magic_quotes_gpc not effective
magic_quotes_gpc = off ; does not seem to be taking effect in 4.0. I am still having characters
become escaped by "\".
Part of the ini:

magic_quotes_gpc=Off
magic_quotes_runtime=Off
magic_quotes_sybase=Off
Also, in relation to this... I will be mentioning the lack of information about the escaping when
handling external variables in the Documentation area of the bug system
