Bug description: Install tries to put stuff in /usr/local even when --prefix is specified
configure line:
./configure --prefix=/usr/php/v4.0.0 --with-mysql=/usr/mysql
--with-apxs=/usr/apache/v1.3.12/bin/apxs --with-informix --with-exec-dir=/usr/php/v4.0.0/bin
Note that the addition of --with-exec-dir is symptomatic of the problem.
The configure.in script sets the location of the php.ini file around line 412. It gets around to
looking at --prefix around line 677.
That might not matter if /usr/local is locally controlled, but on my machine, it is an NFS
automounted readonly file system with only archaic stuff on it.
Please can you upgrade the script to ensure that everything is keyed off
the user define prefix very early in the configure.in code! And testing with
an empty read-only /usr/local directory hierarchy is an exceptionally good discipline for finding
this sort of problem.
