It is not. Please read on.

It works and fixes a couple of other problems which are
caused by not adding ucblib to the library search path.

Obviously, the library runpath is not set up correctly. The
1_3 libtool branch lacks a feature (!= has a problem) and
does not hardcode runpaths into shared libraries. So, you
need to setup LD_LIBRARY_PATH appropiately.
