Greg, some build suggestions:
First, you should have a little README which says something like the
following:

Copy these files to src/modules/dav in your Apache 1.3.x source tree.
You need to install the expat XML parser. It is available from:
http://www.jclark.com/xml/
Note that the expat Makefile does not automatically build the expat
library. Add this rule to the Makefile:
libexpat.a: $(OBJS)
ar -rc $@ $(OBJS)
ranlib $@
(don't forget to use TABS before the ar and ranlib lines there)
Then type: make libexpat.a
And copy libexpat.a to /usr/local/lib and xmlparse/xmlparse.h to
/usr/local/include. If you wish to use a different directory you need to
make sure it is on your link path, or edit the libdav.module file and
specify the correct location.
You will then need to recompile Apache. You have two ways to activate
mod_dav.
1. Edit src/Configuration and at the end of the file add the line:
AddModule modules/dav/libdav.a
*OR*
2. In your top-level Apache dir type:
./configure --activate-module=src/modules/dav/libdav.a

You should also add this file to your distribution:
Name: dav_module
ConfigStart
LIBS="-L/usr/local/lib -lexpat $LIBS"
RULE_HIDE=yes
ConfigEnd
and call it libdav.module
This will cause the Apache configuration to automatically add those link
flags.
That should do it.
