I would think that the Cybercash ext should work if it is compiled into the Win32 binary because it does not (I believe) require any libraries from Cybercash. All that is defined in the ext are some encoding functions used by PHP to get the data in the right format for Cybercash. Payflow pro on the other hand requires libs from Signio that have to be compile into PHP. But is Cyebercash compile into PHP win32 by default? I don't know. Check the output of phpinfo() it will tell you there.
