I didn´t get it too. $HTTP_RAW_POST_VARS should be (my opinion) be accessible like $argc and $argv and one should be able to switch it on or off regardless of Conent-Types.
Setting "Enctype" in <FORM> did not work one has to use header() and then (I think) that header must be the first (no session_start() before?)...
I´ve tested roughly, maybe I´ve missed sth, but it´s not a trivial task to get $HTTP_RAW_POST_VARS ...
