Read the license. Apache license has no clauses prohibiting commercial
redistirbution. Also, I don't see any such clauses in PHP license. Of
course, IANAL and this is not a legal advice.

Executable written in ASP? How did they do it?

Well, generally if they have COM object in that executable, PHP can talk
to it.
