Here's what Stig & I talked a/b, although it appears that my logic may
have been faulty.

So it seems to me the best solution is to make CONFIG_FILES empty for
the default case. Right now, it is getting defined in my system by the
AC_OUTPUT on line 799. I removed all the files from this list, and I'm
getting a warning, but as far as I can tell, it works...
