Yes they are. http://www.zend.com/manual/function.ob-start.php Don't ask me why these got into string sections, but they are documented.
Perhaps because its output is in string format. ;) But you´re right, I´d like to see it in a separate OB part which describes partially what they´re good for too. Eg. stealing var_dump() it´s output and process it... BTW, is it possible to apply a better structure to that documentation? Eg. in filesystem functions, grouped by functions using file resources, using pathnames, and so on... All database docu should be put in a big database area too.
