important change to documentation

I propose that we should add information to *ALL* functions (function collections) that require installing of third-party components. There were a few bug reports that killed themselves after upgrading to make2.4.x.y or postgreSQL7.x.0 We should include with which versions these functions are expected to work and perhaps with which versions they won´t work.
