Annoyin restriction when using PHP.INI from a dynamic extension

Any PHP.INI data you need in a dynamic extension must exist before the extension= line that loads the extension. The extensions are loaded while parsning PHP.INI and the extension's PHP_MINIT_FUNCTION will only know about previous entries in the file.
