Bug description: There is no way to query a MySQL server from PHP when there are no databases
PHP MySQL API seems to only let queries be executed if you select a
database first. However, if you need to query a server doing something
like "SELECT VERSION()" and there no databases created in the server
you can't do it from PHP. This doesn't seem to be a problem when you use
mysql command line tool program.
