PHP Debugger

I don't know if any work has been done on this, if it's BEING worked on, or
if its just completely silly, but what are the possibilities behind a PHP
Debugger? At least at a level that would do things like perl -cw <script>
to start with?
I know there's been a few times where I could have used some intuitive
debugging, and a friend who is the lead developer a rather influential
company currently using mod_perl has told me the biggest reason they don't
switch to PHP is because of the lack of a decent debugger for him to work
with.
I kind of see a decent debugging suite as an essential part of a good
programming package - is there a possibility of starting to look at
something like this?
