At least at a level that would do things like perl -cw <script> to start with? I know there's been a few times where I could have used some intuitive debugging, and a friend who is the lead developer a rather influential company currently using mod_perl has told me the biggest reason they don't switch to PHP is because of the lack of a decent debugger for him to work with.
