This is a social problem, not a technical one. As such, a technical solution
is inappropriate. If people really want to steal your intellectual property
they will figure out a way to do so.
Licensing isn't something you "put in" to the source code. It is a contract
between you and the other company.
The solution here is; if you do not trust the other company to abide by the
contracts they enter in to with you, do not do business with them. And if
you mistakenly trust them and they break the terms of the contract, sue
them.
