In lack of answer, I upgraded to FreeBSD 3.5, Apache 1.3.12 and it works.
I would like to mention that the building system for PHP 4 is nothing
easy, with the new version of GD, it needs to link to the libraries
png and zlib, and it was not clear at all that those libraries should
be added in ./ext/gd/libgd.a
