Should the CVS instructions be changed to require Zend/TSRM checked out within php4

Right now, the CVS instructions require Zend/TSRM to be peers of php4.
This causes error when doing a make install. If Zend/TSRM is checked out
within php4 then it does not cause any error, the CVS instructions need
an addition which requires one to cd into php4 before checking out
