I made one more small change to the bug report interface.
If someone has MAGIC_COOKIE set, they are always presented with the
developers bug report interface.
If not, then they are presented with the standard bug report interface.
I do have concerns that those who do not have cookies enabled will be
hindered by the change.
However, considering that we use a similar approach for editing the manual
notes, I am hoping that this change will not cause problems.
The exact change was the addition of this line:
if ($edit)
$edit = $MAGIC_COOKIE ? 1 : 2;
