htmlentities and htmlspecialchars were changed at the same time. There
are no legacy issues here. The simple answer is that escaping quotes
needs to be an optional second-arg toggle on these functions. That let's
them be backward compatible because despite what Jon says, some very large
systems broke when we released 4.0.2 with the changed versions of these
functions.
