Problem solved by setting the ORACLE specific environment variables before starting Apache. ( http://www.php.net/manual/ref.oci8.php )

When I try to install PHP4 with OCI8 support, I do the following
./configure --with-mysql --with-oci8 --with-apxs
make
make install
After that I start apache and the apache cannot start. It reports httpd dead but subsys locked.
How to solve it?
