Are you sure you're talking about the right function?!?
substr() simply sub-strings or takes a portion of a string and returns it to
the user. Please see the manual page
http://www.php.net/manual/function.substr.php
. Unless there is new
functionality...

Bug description: Limitation to substr()
I haven't looked into this much, but it appears that the substr() function
only accepts
American MM/DD/YYYY, it is possible that this is set up when you install (I
didn't install it) but it would be nice if you could add a switch so that
substr() accepts the European DD/MM/YYYY format.
