ZTS and per-run config settings

I have a small question. When running in a single-process,
multi-threaded environment (using ZTS), can I change the settings per
thread? Also is there a way to make PHP load settings from a memory
buffer?
I'm looking at possibilities of implementing per-virtual-server
settings in the above environment.
Any pointers would be helpful. Thanks.
